Who is eligible to receive equipment through the FTRI program?
Permanent residents of the State of Florida who are deaf, hard of hearing, deafblind, or speech impaired may qualify to receive communication equipment through the program.
How much does FTRI equipment cost?
FTRI loans communication equipment to qualifying Florida residents at no cost for as long as the individual needs it.
How do I qualify or get a phone?
To receive equipment, you must complete an FTRI application and have it signed by an approved certifier. Applications can be submitted online, mailed, or faxed to FTRI or completed at a Regional Distribution Center.

Program Details
How is the program funded?
Florida law (TASA F.S. 427) requires that the FTRI Equipment Distribution Program and Florida Relay Service be funded through a small monthly surcharge on telephone service for landline customers in Florida. The current surcharge is 8 cents per month.
Is FTRI a telephone company or a state agency?
No. FTRI is a nonprofit organization that administers the Telecommunications Access System Act (TASA) program. If you are experiencing problems with your telephone line or service, you should contact your telephone service provider.
Do other states have programs like FTRI?
Many states operate similar equipment programs for individuals who are deaf, hard of hearing, or speech impaired. These programs may vary by state.
Equipment & Support
What do I do if my phone stops working?
If your equipment stops working or malfunctions, FTRI will replace it at no cost. Contact FTRI or your nearest Regional Distribution Center for assistance.
Will someone show me how to use the equipment?
Yes. FTRI and its Regional Distribution Centers provide training and support when you receive your equipment.
Will my phone work during a power outage?
Many FTRI devices include battery backup. It is recommended that you replace the alkaline batteries in the corded phones every 6-12 months, and the rechargeable NiMH batteries in the cordless phones every 2-3 years. Refer to your equipment manual or contact FTRI for battery information.
Moving or Relocation
If I move within Florida, can I take my equipment with me?
Yes. As long as you remain a resident of Florida, you may keep your equipment. Please notify FTRI of your new address.
What if I move out of Florida?
If you move permanently outside of Florida, you must return the equipment to FTRI or to a Regional Distribution Center.
Conditions of Acceptance
FTRI equipment is loaned to program participants and remains the property of FTRI. Individuals receiving equipment agree to the following conditions:
- The equipment belongs to FTRI and must not be sold, transferred, or loaned to another person.
- The equipment must be used responsibly and kept in good condition.
- If the equipment is lost, damaged, or stolen, FTRI must be notified immediately.
- Participants should not attempt to repair equipment themselves.
- FTRI must be notified if the participant’s address or phone number changes.
- Equipment must be returned if the participant moves out of Florida or no longer needs it.
Failure to follow these conditions may result in removal from the FTRI program.
